Fort Sam Houston, Texas – On December 16, 2024, Lieutenant Colonel José Avellaneda Diaz, the Peruvian Army Partner Nation Liaison Officer to the U.S. Army South, was promoted to Colonel during a ceremony at Fort Sam Houston, Texas, recognizing his contributions to the U.S.-Peru partnership.
The ceremony was presided over by Major General Marco Marin, U.S. Army South’s Deputy Commanding General for Interoperability and a senior representative of the Peruvian Army. Highlighting Avellaneda’s dedication and leadership throughout his tenure, Maj. Gen. Marin praised his colleague’s contributions to both armies.
“I had the opportunity to work with him shoulder to shoulder and appreciate his capabilities and his army potential up close,” Marin stated. “Continue to move forward successfully, and let’s go for the stars!” His words emphasized Avellaneda’s role as a leader and visionary in strengthening bi-national military cooperation.

Col. Avellaneda began his assignment as the Peruvian PNLO in February 2023. During his time with the U.S. Army South, he played a pivotal role in enhancing communication, collaboration, and military readiness between Peru and the United States.
His leadership was key in orchestrating two successful bilateral staff talks, one held at Fort Sam Houston and the other hosted in Lima, Peru.
